7.2.1 Determination of Requirements Related to the Product

All inquiry documents, requests for quote, purchase orders or contract for the production of a product from a current or potential customer are reviewed to ensure that the requirements are understood, adequately defined and properly documented.

MSTD shall determine:

1. Requirements specified by the customer including the requirements for delivery and post delivery activities,
2. Requirements not stated by the customer but necessary for specified or intended use, where known,
3. Statutory and regulatory requirements related to the product, and
4. Any additional requirements as determined by MSTD (IHO, UKOA, MIL-STD etc.).

The output of this planning will be in a form suitable for MSTD's methods of operation. Generic product testing identifying the assembly, inspection, and test processes preformed during the production stages shall be identified, and when required by the complexity of the build, detailed testing instructions shall be documented.
7.2.2 Review of Requirements Related to the Product

MSTD shall review the requirements related to the product prior to commitment to supply the product to the customer (e.g. submission of tenders, acceptance of contracts or orders, acceptance of changes to contract or orders) and shall ensure that:

1. Product requirements are defined,
2. Contract or order requirements differing from those previously expressed are resolved, and
3. MSTD has the ability to meet the defined requirements.

Records of such review activities and actions arising from the review are maintained.

Where the customer provides no written statement of requirements, MSTD shall confirm the customer requirements prior to order acceptance.

Upon receipt of a purchase order, and prior to its acceptance or commencement of any work, a detailed internal review by the appropriate personnel will be performed to determine the company's capability to meet the customer's requirements. Any contract or accepted order requirements differing from those in the tender is to be resolved prior to contract acceptance.

After acceptance of a purchase order or contract, any request for changes must be submitted in writing to MSTD and accepted before any changes. Relevant documents shall be amended and relevant personnel are made aware of the change(s).
7.2.3 Customer Communication

MSTD determines and implements effective arrangements for communicating with our customers in relation to product information, enquiries, contracts or order handling, including amendments, and customer feedback, including customer complaints.

Methods utilized to carry out customer communications include public websites, customer dedicated websites, periodic satisfaction surveys, email and telephonic communications, and, where appropriate, face-to-face meetings.

7.3 Design and Development

7.3.1 Design and Development Planning

MSTD plans and controls the design and development of product. During the design and development planning, MSTD determines:

1. The design and development stages,
2. Tasks, schedules and responsibilities for each design and development activity
3. The review, verification and validation that are appropriate to each design and development stage, and
4. The responsibilities and authorities foe design and development.
5. Personnel responsible for assigning qualified personnel to the project, providing adequate resources for the project, and for managing the day-to-day activities related to the project.

7.3.2 Design and Development Inputs

Design input is taken from the project contract and documents such as a Statement of Work (SOW) or a System Specification. These are the inputs to the design and development activity. For projects that have no SOW or System Specification, other information provided by the contract, the customer, or generated by MSTD is used to provide input for the design and development activity. This other design input information is documented in the a product specification, project plan and/or memos.

Inputs relating to product requirements are determined and records maintained. These inputs include:

1. functional and performance requirements,
2. applicable statutory and regulatory requirements,
3. where applicable, information derived from previous similar designs, and
4. other requirements essential for design and development.

These inputs are reviewed for accuracy, adequacy, completeness, ambiguity, and that they do not conflict with other requirements.
7.3.3 Design and Development Outputs

Design output is documented in assembly, parts lists, and/or in the User and Maintenance Manual. The extent of documentation is sufficient to provide subcontractors, machine shops, vendors, and other applicable SAIC groups with the information required to assemble and integrate a system that meets the design input requirements.

The design output documents are controlled in accordance with section 4.2.4 and the design output documents are reviewed as described below in Section 7.3.4.
7.3.4 Design and Development Review

At suitable stages, systematic reviews of design and development are performed in accordance with planned arrangements:

1. To evaluate the ability of the results of design and development to meet requirements, and

2. To identify any problems and proposes any necessary actions.

Design reviews are attended by design, system, survey operations representatives as applicable. Design reviews are conducted and documented in the following steps:
